The CIR Expert Panel concluded keratin-derived ingredients are safe as used in cosmetics. The small molecular size allows penetration into hair cortex and stratum corneum for effective repair. Typically used at 0.5-2% in formulations. Non-carcinogenic, non-sensitizing, and non-comedogenic per CIR review. One isolated case of allergic reaction to hydrolyzed keratin was reported, but broader patch testing showed negative sensitization results.
